Background

        By 2025, the population of Southern California will grow from 17 million to 23 million people. This is the equivalent of two cities the size of Chicago. Demand at the region's airports will increase more than 85 percent to over 154 million annual passengers. Air cargo volume will triple to over nine million annual tons. The prospect of these dramatic increases in population, employment and travel demands, led the Southern California Association of Governments to adopt the development of high-speed, intra-regional Maglev service as part of its Regional Transportation Plan.

        The Southern California Association of Governments, California Business Transportation and Housing Agency, and California High Speed Rail Authority worked together from late 1999 to June 2000, under a cooperative agreement with the Federal Railroad Administration, to complete a Maglev predeployment planning study. On June 30, 2000, the agencies prepared a "California Maglev Project Description" for consideration by the Federal Railroad Administration. The California Maglev Project is one of seven Maglev projects throughout the United States that were evaluated for deployment with support of federal Maglev predeployment planning funds.

        The Project Description was subsequently refined and updated information was submitted to the Federal Railroad Administration on November 20, 2000. The full report submitted to the Federal Railroad Administration can be found in the Project Description section.

        On January 18, 2001, then Secretary of Transportation Rodney Slater announced the selection of two east coast Maglev projects for further consideration in selecting a project for federal Maglev construction funding. Other projects were encouraged to continue planning their projects and to pursue funding from other federal and non-federal funding sources.

        Following additional analyses and development of a refined project description, the Southern California Association of Governments prepared a Business Plan that outlines a strategy for deploying a 92-mile high-speed Maglev system in Southern California.
